Best option for flat roof repair?

The front part (150 s.f.) of one of my homes has a flat roof which is leaking. 

The handyman wants to  pour tar on it (5 gallons) which will "last for years"--cost $800. 

Anyone have experience with flat roof repair? 

The house is on the market and I would like the cheapest fix possible.....thanks!
