The listing price...

Is the listing price sort of meaningless when it comes to multi family units?  Should one base their purchase price at what it will cost to operate the building after income during the analysis stage and go from there to negotiate a price? I want to say this came up in the myth section in the book of The ABC's of Real Estate Investing by Ken McElroy

I find the listing price of most all real estate useless except as an opening indicator on whether or not it might be possible to do business with the seller. Everything must always work when it comes to the math.
