Converting detached garage into apt

Hello everyone,

I was wondering if anyone had any experience with converting a detached garage into a separate apartment. I know I will have to check on permits and all of those things, but I'm just trying to figure up a ball park range for converting a 20'20' detached garage into a 1 BR apartment. This is a C area that will be renting around $450-$550/month so nothing fancy. Just safe, clean, and functional. 

There are other homes in the area who have done this and I have been looking for these types of properties. I'm just not sure what should be figured up for the cost of converting. The building is solid, roof is great, concrete floor. I'm thinking $15,000-$20,000 but not sure if that is enough or what. Any help would be appreciated.
