Selling Mass Lots Overseas

Hey all, just want to preface this with a little bit of gratitude for any future responses. (Thanks, Tony Robbins)

So, here's my situation: I have been brought on as a sales person for 2 massive projects. I have no set hours or requirements, but there is a pay structure in place. I have no idea where to start. I know I need to start figuring out ideal ways to market, determine my ideal market and many other things, but, to be honest, I'm totally lost.

Let me tell you a little more about the projects themselves: Both are in Ecuador, on the coast, about 40 minutes away from one another. Both projects will eventually be massive gated communities. One project is in a large city which will be selling condos and the lots on them, the other is in a small fishing village, with a few other large products being started nearby. Both have as of just recently gotten all the required permits to begin sales.

The project in the big city is selling lots for about 10-40k, and the condos for 50+. Multiple bedrooms and baths, upscale quality, great location, beachfront. 

The project in the fishing village is selling lots from 30-150k. These lots you can build whatever you want on, so long as it meets the neighborhood's style parameters. There are 5 base models you can choose from if you don't want the hassle of designing your own home with architects, especially since most of my ideal buyers won't speak Spanish, and the owners of this property have a contracting company that buyers can use, which we recommend as the main contractor is European and has built castles by hand, as opposed to the Ecuadorean contractors who build homes that collapse in 10 years. 

I'll put some pictures in here so you have a little better of an idea of the projects themselves.

As of now, no property has been built on either project, as they owners are seeking to sell lots first to fund the development.

My main questions are as follows:

How do I develop a marketing strategy?

What methods of marketing would you recommend and to whom? I'm thinking retirees as Ecuador was voted the #1 place to retire 4 years in a row and has massive amounts of American & Canadian expats. It also uses the US dollar but the cost of living is very low compared to the US, so retirees with less saved than they should I believe is a great target market to start with. That being said, how would I market a $150,000 lot, which is literally 50 feet from the ocean with no obstructed views, to those people?

Most of my questions have focused on the marketing aspect because I feel as though that's all I really need to do to generate leads and make sales. I'm very confident in my sales ability as I'm a mortgage loan originator and deal with hundreds of cold calls on a daily basis. That brings me to another point, how would I generate phone number leads? 

How do you feel about:

- Website design and SEO optimization?

- Targeted Facebook ads?

- Physical print ads around the cities and town in Ecuador?

I'm lost, completely, but I desperately need a second stream of income to fund my own personal real estate endeavors, which will be in Ecuador as I lived there for 3 years. To clarify, I'm not in Ecuador right now, I've been living in Atlanta for the past 8 months, but will return there in about 3 months. Ideally, I'd like to sell some lots before returning, but I think developing my marketing and sales strategies before then is more realistic, but I always set unreachable goals.
