HELOC but worried about depreciation in the next few years

Based on the last month's job gains, the historically high credit and housing debt, the trade wars, and housing prices in Boston it looks like a small recession is coming. I want to get a HELOC but I don't want to be drowning in debt if the value of my home drops 40% like in 2007-2009. I'm thinking a flattening of prices will happen across the country with some price drops.

What does everybody else think? As a group do we think the market in the next year will go up, down or stay flat?
