Tax Lien Sale in Louisiana. Redemptive Period Coming. Need Advice

I won a tax lien sale at 100% via Civic Source and the required 3 year redemptive period is coming up. I was reading that I was supposed to notify the owner or whoever the heirs of the property were during those 3 years, but I have tax sale notices showing that mail was sent to the owner via the city of New Orleans that notified the owner or whoever lives at the property that they had 3 years to pay back the taxes owed and redeem the property or I may take possession after 3 years. 

I have not personally notified any heirs or potential tenants the house has. 

I however, am not interested in selling the property or getting title insurance. I simply want possession of the property so I may live in it. Once the redemptive period comes is it mandatory that I quiet title?  Because in my case I have no interest in OWNING or SELLING the home, just living in it and letting a relative live in it and of course I would still pay property taxes on it. 

Is it possible I can take possession of the home without having title insurance or quieting title? Any Louisiana lawyers or paralegals with advice?
