Duplex in Cleveland market

Can someone tell me why many Duplexes in Cleveland have only one side tenant and the other side is vacant?

Is that a normal for duplexes to have a higher vacancy?

@Jay Yoo generally duplexes will see more mobile tenants compared to a single family home.  @Brian Garlington is right though .. most people move in the summer months when kids are out of school.  I used to own a couple houses in Vegas and the property manager there would only lease with leases ending during June or July. 

There are people moving during the winter but far less than the summer.  A good property manager will find a tenant though.
