Subject To, Wholesale, or Rehab/Resale?

I have recently discovered an absentee owner across the street from a rehab property I purchased in June (after talking with another neighbor). I plan on being in this city for another year before relocating to a permenant location. Can someone offer an opinion on a strategy to approach the owner? Or some guidance from personal experience from a similar situation? Unsure if the property is free/clear, but they aparently have relocated to a condo for convenience. Thanks in advance.
