Town Home/Condo Development

Hello Everyone!

I live right next to a town home/condo community (?) that looks like they where only able to complete 4 buildings with 4 units each. On their website it looks like they had plans to keep going with at least 6 more, and also build a pool somewhere. I met with a real estate agent who said the HOA fees included pool maintenance.

There are four condos for sale, all in different buildings, and one was still setup as the model and hasn't ever been moved into. One of the properties has been on the MLS for 2 years. Asking 95k 2 bed 3 bath 1373 sq ft

How can I go about making a Deal out of this and find the owners information? The website for this development just refers you to the Real estate agent.
