Seller wants buyer to sign an access agreement...?

Does anyone have experience with a seller asking for the buyer to sign an access agreement before they will go forward with P&S? can the seller still quietly shop the deal around, even though the buyer has to pay for inspections without a P&S. is this common?

is there a way to structure the access agreement where the seller cannot shop the deal around?

any thoughts would be greatly appreciated.
