Is it worth sub-metering a duplex in Columbus?

Would you guys sub-meter a duplex in Southern Orchards if your tenants are driving the water bill through the roof? My tenants currently pay $50/month each for water but the average water-bill per month has been closer to $160-$180 for both of them combined.  Both tenants have a washer and I think they may be running the washer literally everyday. Is it easier just to charge them a divided water-bill per month or have each unit sub-metered? Appreciate all of the help.

 I would do that for every property you have
