Recommendations for RUBS (Ratio Utility Billing System) company

I'm acquiring a multi-family property that the current owner has been paying water and trash for, which is abnormal in my market. Does anyone have good experience with a RUBS company? I've contacted 3 or 4 companies through their websites, but not a single one has replied or responded. I have no intention of using a company that doesn't appear to want my business, and I'm getting frustrated. Looking for any recommendations!
