Is it possible to have exterior lighting on a mutifamily?

I have a 4 unit MF building that gets very dark at night, from the front yard, courtyard/common area, and alley way. Any ideas on how to have decent lighting? My main issues are that tenants pay their own electric bill (4 panels). How would I get this done/billed?

Is there an existing pole in the alleyway or adjacent to parking lot/street? Sometimes the local utility company will install a streetlamp on existing poll for personal “security” and bill you directly. They do it here in Indy. I have one for $18/mo.
