What are the ideal areas to buy rental property in MD?

I have been looking at properties (Duplex/Triplex) in Baltimore and Hagerstown areas and having a hard time figuring out which area to invest in.  I spoke to someone local who has properties in the Baltimore area and got mixed answers. I am looking for something around $200k. Anyone here who invest in these markets has suggestions as to which zip codes to target? Thanks.

Baltimore is not a zip code area city, you should not target  zip codes, and you should  explain more  on what you want to do.

Do you want to do section 8 or market tenants?

Do you want turnkey or you want to fix things?

Do you cash flow or appreciation? etc.....
