On the 2nd floor of a Multi Family property I am considering, there is a wooden staircase that needs to be replaced. To save space, would a spiral staircase be a legal means of egress? The property is in NJ i have been searching but can't find the info...

Anyone know for certain?

The ONLY way you are going to know for sure is to go to the local building department and ask. Otherwise you can end up spending money on a spiral staircase and then tearing it out. It would seem to me that a spiral staircase would not meet code, but... I could be wrong.... go find out! :)
