Questions on Price per sqft

Just dipping my toe into land development. In my research I’ve not been able to find a solid answer specifically addressing utility installs.

When building new construction are water/gas/electrical meters and the cost to have them installed includes in price per sqft or should those be accounted for separately?

Land development costs such as bringing utilities to the property are typically not included. You have land development costs and hard costs / vertical costs. Hope this helps
