Questions to ask Engineer RE: Potential Development

I'm looking at a potential development deal and will be meeting the engineer who drew up some plans for the seller. Since developing land is new to me, I wanted to see what questions the experienced people would ask the engineer.

Some of the info on the lots that I do know:

- There are 4 lots, 2 lots have existing houses and 2 lots are raw land
- All lots are on septic (I would need to install septic systems on the 2 lots that are raw land)
- I would need to bring in a road that's about 350' long
- There is town water and gas at the front of the street
- Some of the land is on conservation and in a flood plain
- The plans show proposed locations for the road, houses, septic systems, utilities, etc.

Also, does anyone know what the sq.ft. cost is to bring in a road that's specific to Massachusetts?
