Specialty Tool To Remove Door

I am currently rehabbing a house is a low income area of Dallas, TX.  The back door has had another "security" door installed in front of the original door that is solid black metal.  It was installed using the same bolts used on stop signs to prevent it from being stolen or removed.  Does anyone know if this is a tool I can buy to remove the door?

IDK exactly what sort of screws you mean.  You can buy various sorts of "security bits" for most types of security screws.  The worst ones are the ones with slotted heads where the "backside" of the slots are sloped.  For those, you use a slotted type bit with a cut in the center.  Basically a two-pronged fork.  The prongs are supposed to bite into the sloped backsides of the screw and let you turn it.  They don't work for crap. 

Plan B, for after you get frustrated trying to get them out, is to grind the heads off with an angle grinder and then replace whatever is under them.
