Hi I have a walkout basement , it's semi-finish, I want to finish it ..right now it's concrete floor, brick wall  I want to  do flooring , adding insulation on walls and roof and adding drywall also need to add some electrical switches/outlets and roof lights.

Just wondering do I need permit for this, property is in Bayonne, NJ.

Yes, you are adding building materials and electric that didn't exist before. Do it right, it protects you in the long run.
