How to go about purchasing land lot owned by the city of Atlanta?

Dear Community Members, 

I recently came across an empty plot of land which is currently owned by city of Atlanta. I want to know the process involved in buying a plot of land back from the city? How can one go about buying land back from the city? Does anyone have successful experience in this regard?
