No seasoning refinances, less than $75k

Help! My current lender is no longer doing 70% LTV refinances on properties purchased with hard money loans.

I am looking for a lender that:

-Lends in MN and or WI.

-Lends at 70% LTV

-No seasoning period (I have two properties now that are ready to refinance, both of which I've purchased in the last 1-2 months).

-Can - and will - complete refinances in 45 days.

-Lends on lower loan amounts ($60k and $70k respectively).

-Closes loans. (I've talked to a few brokers that ultimately can't close loans).  Action > talk.

-Communicates well (worked with a lender that disappeared for days or weeks at a time, and am not open to reliving that).

-Can use leases to verify income on rental properties (most of my properties will not have rental income appear on taxes since they were just purchased this year).  I will not qualify without this.
