Private Lender for an overseas property?

I'm wondering how one might go about finding private lending capital for properties not on US soil. I don't have any specs for any particular properties at the moment, but as I prepare to take a trip in August for surveying some options, I would like to see if private lending would be an avenue I could use. We would be talking about a loan no higher than $150,000.

Where do I start? Who, or what organization, would be willing to take on those kinds of risks?
