Tenant is moving out during the terms of the lease contract
The tenant is going to move out and suggesting someone else (their daughter) to move in for the rest of the lease contract.
What is the best way for a landloard to handle this?

Forget that the tenant is recommending their daughter. It is irrelevant.
Your lease should clearly state how to handle a resident moving out early, or subletting, or if they move out early but you lease the unit back up quickly. Follow the lease. If your lease does not say anything, get a better lease for next time.
I would only let the daughter move in if she meets your move-in qualifications, as if she was an unrelated tenant. Again, follow whatever provisions your lease currently has related to this change.
