Rent increase, certified mail not picked up yet

My SFH rental is in Florida and the lease is month to month.

At the end of April, I sent a certified letter/return receipt with a rent increase starting June 1. I sent it via certified letter because this tenant has been combative since I spoke to them about a lease violation in March and I also wanted to make sure they got it. Also, I know if I delivered it personally, they would not take it well and I want to stay as professional and businesslike as possible (but I have my limits so better to keep things through postal mail right now). All our general communication is through email, not face-to-face since March. 

What do I do if by May 15 (month to month in Florida allows 15 days notice) she still has not picked up the certified letter? Is the rent increase still in effect if she does not pick up the notice?

Go ahead and send a copy via snail mail and email, this way they will definitely get the notice. We don’t usually send lease renewals certified, but I understand why you did so. Unless the municipality in which your property is located dictates certified mail, for future you can do posted on front door (with a photo), snail mail and email
