Watering plants - when the tenant doesn't pay for water?

So I inherited a tenant that has a small green house worth of plants in pots on their balacony and inside. My question is, can we tell them that we will not furnish the water for the plants. So the plants need to go?

Can we do that?

Seems petty to me unless it is like a $200 per month place. Even if they water every day it can't use more than a thousand or two extra gallons per month. How do you differentiate between this person and the unit with a teenage daughter (yes, I've been there) that takes a 45 minute shower every day?
