Are you talking about somebody here on a temporary basis? I don't think you really can. If you are really considering you would want to make sure they have papers to be in the US, and check there visa status, payroll, etc.
@Jason Lint Yes, credit/background checks are out. So in this case if you are thinking about this tenant then you force will be income, and making sure they are planning on being here the lease term time or more.
Depending on where the house is located, and cost you should have a good number of tenants coming in. I know I have pretty good luck in the Des Moines Metro Area.
