Brick house/ full basement

Here's the deal:

1. Bought brick house for 68k

2. House has unfinished basement

3. I retrofit whole house electric HVAC plumbing

I plumbed in basement for future use also created sub panel for basement

4. Upstairs is 1788 sq ft

5. Rent is 950

6. Dilemma:  if I refinish basement rent will still be only 950, unless I create another apartment

Finishing basement will create value, but

Rents will only be 950 per month

What would you do?
