it depends if it's a regular Lease violation notice and do you follow the three strikes policy, then as long as you keep a copy in the tenants file with your signature that should suffice. Don't forget the date. Otherwise, if it is a notice to vacate then yes mail it certified with return signature. Hope this helps.
