When a tenant does work for you but still owes rent, do you pay them for the work or deduct from rent? What works out better in landlord favor (note: tenant typically late on rent but always pays).

I would pay them for the work and keep rent the same.  If they are consistently late, make sure they are consistently paying late fees.
