Legal things you can do to make a bad tenant want to leave?

So my wifes friend has a tenant living upstairs from her. She cant get them to leave so I suggested she turn the hot water to the lowest "hot" setting so showers don't last as long. Anyone else have any ideas.

 This is called Constructive Eviction.  As far as I know, it is illegal in every state.
