Help. Tenant Abandoned Property

I have a tenant in the upper unit if my duplex that was served a 28 day notice to vacate back near the end of August. October 1st rolled around and the tenant was unable to fond a place to live, so we granted her another month as long as she paid, and she did. It was made clear that the tenant had until November 1st to move out or she would be evicted. Come November 1st we knew the tenant had a new place to live but would not be able to move out until the upcoming weekend. She moved a lot of their stuff out and is currently not living there. However, there is junk everywhere and she told us she would meet with us to give us the keys a few times and sign move-out paperwork but she has not shown up. She is not responding to any of our messages. This property is in Wisconsin and we are unsure of what to do here. Our attorney said to evict and that there is no abandonment statute in Wisconsin but we are seeing otherwise. We called the sheriff to have them serve the eviction but they said to change the lock and serve them a notice that we will store their stuff for 30 days. What would you do in this situation?
