Property mngr doesnt want tenants to know I'm a potential buyer

A property manager for a 5 unit building I'm looking at told me not to mention that I'm a potential buyer to tenants. Instead that I'm from the insurance company. I saw some of the units on a couple of weeks ago. In terrible condition. Property manager is does not inspire confidence, to put it mildly. But what's with the insurance company thing? What would that accomplish?

It's just so there isn't a stir in the current tenant base. If they aren't aware of it being sold, then they wont be worried about rents raising, things changing, etc.
