Attn Minnesota brokers/ property managers screening question

I'm doing verification on a tenants rental history and their current landlord/ company said they won't give out info about them because they haven't put in notice yet. This seems pretty draconian. They won't be moving until March or April so they have time to put in a 30 day notice. With the tight rental market it's prudent to secure a rental before leaving your current one. Is what the current landlord doing even legal?

I had a company ask me for a reference last year before my tenant gave notice and I just asked my tenant to sign something to the effect that they were looking at other property's.Its a win for every one.Turn over is not a bad thing.We have been raising rents and deposits on every turn over for the last 5 years.
