How would you prevent this from happening

This video came up on Facebook and I wonder how you would prevent this from happening? As someone who's preparing to invest for the first time this year, this terrifies me. My first thought is this is a screening issue, someone who lives like this probably as a history of doing so.

Looks like a disabled person who couldn't care for herself. There are handicapped services that can help people live more normally (if they reach out to them).
