Tenant tried to unclog toilet by putting a long cable in it.

Tenant has caused me a major repair job. He tried to unclog the toilet himself by putting a long cable into the toilet. It is now wrapped up in the septic system. Plumber told me he has caused major damage. He put it in writing for me. 

What are my rights? Please help.....

I think you should get a second opinion. It would be very difficult to push a cable down a toilet and through the trap all the way to septic system. Even if you have a quality plumbing snake. I don't know how it could "wrap up" in there either.
