Owner of other side of shared duplex is unreachable.. Issue.

I have a property I purchased which is just a half duplex. The property seemed rent ready but I just discovered major plumbing issues on a slab foundation. I knew it had foundation issues because they were obvious but I taught I'd get those fixed with time. I've tried to contact the owner of the other side for over a week now but doesn't answer phone calls. What are my options? It's a 2 bed 2 bath but with the plumbing problem I won't be able to use the master bath which is the most spacious. I cant get renters in there like that.

@Jose Leija  Is the other side of the duplex occupied?  If so, knock on the door and introduce yourself.  Then ask if they are the owner as there is a problem with the plumbing and you need to talk to the owner.  Lots of people won't answer the phone if they don't recognize the phone number.
