St Albans, Vermont: anyone here familiar with this rental market?

I'm thinking about purchasing a triplex in St. Albans, VT. At current rents it has a -$180 cash flow. I BELIEVE that raising the rents to market value will turn this into a positive cash-flow of $400-$500.  I'm not having luck confirming this on Craigslist and Rent-o-meter as information on these sites is scarce for this market.  Do you know the market? Do you know what I can get for B+ apartments with:

2BR?

3BR?

4BR?

Any advice would be much appreciated!

    I have studied this market for about a year.

    This is where I would put a B class property

    1 BR - $900

    2 BR - $1100

    3 BR - $1400

    Assuming tenet pays all utilities.
