Tenant owes 3 months rent.

Does anyone have any Idea when evictions will open up in Minnesota again?

Ive heard that it may not be until 7/24 due to the cares act. I left a message at the county level but haven't heard back.

I have a guy that moved in in March but hasn't paid anything for April, May, June. I don't think he's acting in good faith.

 No no no. Cash for keys is not the solution. You are suggesting to pay someone money who owes you money. Evictions is the best course of action because:

1. You legally regain rights to your property. Named tenant and any unnamed occupants should be evicted, so anyone occupying the property can be physically removed.

2. You can gain a financial judgement so the tenant is legally obligated to pay back the money. It may be hard to collect, but if the tenant ever wants to clean up their credit or buy a house, they will need to pay the judgments. 

3. It goes on their record so other landlords can be alerted. This only works if every landlord does the right thing and evicts. An eviction makes it very hard for people to rent. Tenants need to be told this. 

As far as eviction time line, the bans will be lifted soon. Talk to an attorney about timing and have the tenant served by a sheriff or process server.
