Bought a house with a kitchen not permitted.

Hello.  I recently bought a duplex.  Today I received a codes violation stating the lower units kitchen was not permitted.  I looked online and see the violation and also think the property is not actually zoned duplex yet.  

Anyone have any words of advice.  I know this will hurt bad.

@John Maison - how did you find this deal? And did the title search not uncover anything?

Was on the MLS through my agent. Title work did not reveal anything. A bit worried as you can tell. We are not capable of a 20k loss at this point.
