Landlord responsibilities...

I own several multi family properties in MA. I have had numerous calls from tenants to unclog toilets and sinks. I even had one tenant complain of a clogged kitchen sink and I found that they had poured dry rice down it and when it got wet it swelled and clogged the pipe. It had to be cut off and replaced! Can anyone tell me if the landlord is legally responsible for these repairs or can I tell the tenant to have a plumber come and fix it and they are responsible for the repair cost. FYI, I did do this with the rice incident and they did pay the plumbers bill.
