Hello, I'm Rob. I am interested in getting started with real estate investing. I want to invest in Multi-units (2-4 units to start out) in the DC Metropolitan and Baltimore city area.

Welcome to BP @Rob Gorham. 2-4 units are in very short supply in the DC area. They are in short supply in Baltimore as well, but it will be considerably easier to acquire them there. The DC lack of inventory in them is exasperated by the fact that the highest and best use of them is as condo conversions, so with each conversion the available stock of them dwindles.
