Need some help.

I need help. I live in Sacramento and next to my house there is a land with nothing on it. It's located between me and highway wall. County told me that it belongs "probably !!!" To the lady who lives further down the street. She is 98 and for last 10-15 years didn't take care of that land. And bugs and fire hazard really bothers me. What can I do? I don't mined to buy it but lady is not thinking straight any more and I can't buy it. Any suggestions?

Around my parts they have to maintain it by cutting it to reduce risk of fire. Did you ask the county or city that? You could keep persistant. Maybe offer her help with something & try to build some trust first
