Jefferson County Tax Deeds

Question???

Let's say an investor purchased a deed in Jefferson county, Alabama. Went in and did repairs, but didn't pay the taxes for the next 3 years.

Would the next investor have to pay for the repairs and back taxes the previous investor paid? Or just the back taxes?

If you purchase a tax deed, you would have to pay the taxes on the property for the next 3 years until redemption was up in order to receive the deed correct?
