In LA, does a 1-year lease preclude an Ellis Act eviction?

I have a question for all the Los Angeles developers here.

If an owner wants to evict tenants under the Ellis Act to do a TIC conversion or redevelop, does it matter if any tenant is still in the first year of a year-long lease? Must the tenants be month-to-month? Or does it not matter?
