Would you recommend to get a building permit before renovation?

I would recommend you first determine if the work you are planning to undertake requires a permit in your jurisdiction.  If it does, then it is always better - and, surprisingly, cheaper - to secure one before you start rather than have your job shutdown for not having a permit.
