Refi after listing for sale?

Hi BP! I am asking this question for a friend that needs help. He bought a property in florida and spent a year rehabbing it on the weekends. He listed it for sale but then decided a few weeks later to refi and rent it out. He found tenants that are moving in October 1. Now he called this lender that in the past told him if he listed for sale then decided to refi, that he had to wait 3 months. Now the lender says he has to wait 12 months! Has anyone gone through this issue before? Any lender recommendations that don’t require such a long wait to refi? Thanks in advance!!
