Finding owners in Wyoming

How do I buy a house that is in rough shape, the owner has passed a few years ago, and will be sold for taxes due in a year or so. I thought about contacting whoever has the first year tax lien and buying it, but that is still a gamble. He has a son (in his 70’s) and at least 1 grandchild in town as far as I know. Thanks
