Tax Lien Certificate Sale - Clark County, NV

There is a Tax Lien Certificate Sale on Wednesday in downtown Las Vegas. I was wondering if anyone had any experience with this particular auction? I don't have any experience with TLC and thought it might be worth purchasing a few to learn the process. 

The earning of interest on the majority of TLC's which are paid off seems pretty strait forward, however, I'm not sure I fully understand what conditions are required to foreclose on a property. Since there is a two year redemption period, I would expect that if you buy on year one, you would have to re-buy on year two? Any insight into the local market would be appreciated.
