Tax Lien Investing, what is the best way to learn and invest

I am wanted to learn more about investing in Tax Liens, where is the best education on this subject, went to TaxLien BuyersClub meeting this weekend, sounds good they want about $1800 to join, but I am skeptical about a scam, any thoughts would be appreciated.
