Approx ARV for a single fam in DEL CITY OKLAHOMA/OKC

Hey! I was trying to figure out a possible ARV on a home I might be purchasing. It is in Oklahoma City right on the border of Del City. It is in the Del City school district. 3 bedrooms 2 bathrooms. 2 car garage. 915 sq ft. Roof is 8 years old. Water heater is 6 months old. Needs an interior rehab. Possible purchase price approx $43,000-$45,000. Does this deal have any room in it for a flip? What do you guys think this house could sell for fully renovated(New kitchen/baths/floor/lighting/new central air unit)?

You should expect about -$10/sq ft in Del City.  So, may negative $100k for this home?

No, but seriously I hope your local pro has explained this to you by now and you've decided to move forward with eyes wide open but in case they haven't (or you're flying solo), I'll tell you:  Del City is a hostile place for landlords and not a place that fetches top dollar sale prices for retail buyers except for a few pockets.  If you're thinking of this as a pure flip then it could be a good proposition, but as buy and hold you'll be working against the explicit desires of the city, which is never an ideal proposition.
